You can access the Crew Complement through this icon and/or tab:
This will allow you to change the crew complement on a particular leg pair or multiple legs.
Right-click any of the legs and click the Selected Comp. button.
Choose a crew complement from the dropdown list and click the SAVE button.
When you hover over, the legs you will see the changed crew complement.
